The borough required an open permit from 1999 for the installation of a stairwell sprinkler system to be officially closed out. Resolving the issue required tracking down the original project engineer to locate architectural drawings. When no original records were found, the transaction faced a major regulatory obstacle that put the closing in jeopardy.
